DRAFT Minutes of the Meeting of the Parish Council held on Tuesday 18 April 2017 at Green Hammerton Village Hall, Harrogate Road, Green Hammerton at 19:30

 

16/177 Present and in attendance

Cllrs I Bailes (Chairman), I Andrew, D Copley, C Greenwood, M Leather, A Taylor and A Tegerdine; Cllr A Paraskos (HBC); twelve members of the public; and four representatives from Oakgate Group.

 

16/178 Apologies for absence

Apologies were received from Cllr Teague(HBC).

 

16/179 Declaration of interest and dispensations

Cllr Taylor declared an interest in items 7 and 8 concerning the Green. A dispensation had already been given to Cllr Taylor at the meeting on 15 November 2016.

 

16/180 Report from Constable Powell

PC Jan Powell reported that fuel had been stolen recently. There had been two minor road collisions. PCSO Phil Wright has joined PC Powell and they will work opposite shifts.

 

16/181 Presentation by Oakgate Group on a proposed development at Cattal

Richard France introduced the team and outlined the plan for around 3,000 homes based around Cattal station and south of the A59. He handed over to Ian Late to go through the plan and to answer questions.

Mr Late said that the HBC consultation had identified Flaxby or ‘Great Hammerton’ for possible new developments. Nevertheless HBC were open to alternative projects and this is why Oakgate had stepped in. Oakgate have caught up with the other developers. The biggest advantage Oakgate has is that its development is deliverable whereas the alternatives have questions to answer. HBC cannot afford to get it wrong.

The advantage to Green Hammerton and Kirk Hammerton is that they remain untouched by this proposal and will not end up with a development divided in two by the A59.

Mr Late explained how the plan would develop in stages with infrastructure being added in advance. Thus the primary school would be built early on.

Mr Late answered questions.

 

16/182 Public participation

There were no items raised by the public.

 

16/183 Redrow, Linden and other planning matters

The chairman reported that Redrow were now on site. The clerk reported that there was activity concerning the Linden site with a request by Linden for access rights placed on the HBC website. There was comment that there were issues concerning the single lane access to the site.

Cllr Andrew said that the Parish Council should know the situation with regard to the land identified in the HBC Local Plan consultation on the corner of New Lane and Yule Lane. Did Mr Leather intend to sell? If not why is the land on the HBC consultation? The chairman said that there was nothing that the Parish Council could do until an application was received.

The HBC Plan also proposed development on the west side of the B6265 and the Parish Council should also be commenting on this as well as the new settlement. The village is already getting 100 houses with the Redrow and Linden developments..

 

16/184 New settlement proposal for ‘Great Hammerton’ by CEG Group

Chris Chelton felt that if ‘Great Hammerton’ went ahead it would be the end of Green Hammerton as we know it. He asked what action was being taken. The Chairman replied that the Parish Council would join with other local councils to respond to the next consultation.

Chris Chelton felt that more direct action was also needed to leave HBC in no doubt that there is considerable opposition to the plan. He would form an action group.

 

16/185 Proposed gift by Angela Taylor of a half share in the Green

The chairman outlined possible problems and costs for the Parish Council if they took on ownership of a half share of the Green. The first was that the Parish Council would not own all of the green and getting decisions made might be difficult. There are also the costs of insurance, clerk’s time, tree maintenance and legal issues.

Angie Taylor said that ownership of the land was not established and that it would be better to shelve the proposal until ownership is determined by the Land Registry.

 

16/186 Encroachments on the Green

Some felt that the presentation by Mr Pearlman at the Annual Parish Meeting had not been clear. Angie Taylor said that the advice of the Open Spaces Society was to take a pragmatic approach. The owners could not give permission to encroach on the green but they did not have to sue offenders.

Cllr Taylor raised the matter that he had been accused of bullying at the APM. He denied this categorically and asked the chairman to support his view. The chairman said that conduct at the meeting was reasonable given the differing viewpoints.

 

16/187 Report from the District Councillor

Cllr Paraskos said that HBC will be charging for garden waste removal starting this year. The choice was to charge or to remove the service.

Elections for North Yorkshire County Council will be held in May.

 

16/188 Confirmation of Minutes of meetings held on 28 February 2017

RESOLVED that the Minutes of the meeting held on held on 28 February 2017 be accepted as true records. The chairman signed the minutes.

 

16/189 Report from the Clerk to the Parish Council

  1. Follow up previous action points NB O’Connor Utilities and daffodils – Postponed since there are a lot of daffodils left; NYCC own the verge; Redrow will have to dig it up again for the surface water drainage pipeline

16/191 Annual Governance Statement 2016/17

The Annual Governance Statement and Accounting Statements had been circulated in advance of the meeting. The clerk reported that the Internal Auditor had reviewed the books and records and system of internal control and had signed the Internal Audit report without qualification. The Parish Council reviewed the effectiveness of the system of internal control and approved the Annual Governance Statement. The chairman signed the Annual Governance Statement 2016/17.

16/192 Accounting Statements 2016/17

The clerk, as Responsible Financial Officer, signed the Accounting Statements. The Parish Council reviewed and approved the Accounting Statements. The chairman signed the Accounting Statements 2016/17.

16/193 Vacancy for Parish Clerk and number of meetings

The chairman reported that there had been four applicants. The sub-committee recommended Louise Pink for the post. She works for four other councils and her sister also works as a Parish Clerk.

Cllr Leather had concerns about reducing the number of meetings. The next two years are likely to be busy with the Redrow development and the HBC Local Plan consultation.

The chairman said that if we have more meetings the precept would have to increase.

Cllr Copley thought that the Parish Council could be more efficient and not repeat meeting business.

Resolved that the chairman should offer the Parish Clerk appointment to Louise Pink

 

16/194 Conduct at Annual Parish Meeting

Already considered under item 16/186

 

16/195 Grant application by GHRC towards new fencing and netting       

Resolved that a grant of £300 be given to GHRC for new fencing and netting

 

16/196 Road names for the Redrow development

Names proposed by HBC were considered too grand.

The Farrer name was proposed. Mr Farrer was responsible for the building of the church and school in the late 19th century. The name of Marshall was also proposed. Mr Marshall was the village blacksmith (the Smithy was in Bernard Lane) and a colourful character.

Resolved that the clerk objects to the names proposed by HBC and suggest names based on Farrer and Marshall.

 

16/197 Maintenance of A59 corner, area outside the Post Office and planters on the plinth

The chairman asked why the plants on the A59 corner were so high when the intention had been to keep the area light and safe. Cllr Taylor said that the maintenance period by Amy Lax had expired and the plants should have been pruned in the winter. It was too late to prune them now.

Dougie Mack volunteered to keep the area outside the Post Office tidy.

There were no volunteers to maintain the planters on the plinth. It was suggested to mention this in Village View and if no volunteer comes forward then the planters should be removed.

 

16/198 Grass cutting contract

16/198 Highways issues

Whixley got their road resurfacing done by being on the NYCC ‘rolling programme’. The clerk will try and get the village junctions on to the programme.

 

16/199 Community Resilience Plan

The Plan has been updated.

 

16/200 B6265 verge daffodils and O’Connor Utilities

Most of the daffodils have survived the work done in laying the new electric cable. Unfortunately the verge will be dug up again by Redrow to lay the pipeline for surface water overflow from the new development to Caskill Beck.

 

16/201 Sub-committee to meet other local councils in response to the HBC Local Plan

To be reviewed at the next HBC consultation.
